New Homes at Camp Pendleton Improve Quality of Life for Service Members, Families

SAN DIEGO (NNS) -- Marines and Sailors assigned to Marine Corps Base Camp Pendleton and their families received a quality-of-life upgrade April 15, when 528 new housing units were delivered during a ribbon-cutting ceremony.

The ceremony signaled the completion of part of the second phase of a Public Private Venture (PPV) housing construction project that eventually will construct or renovate 3,392 housing units around the base.

“This project exemplifies the hard work and cooperation of the public and private sector professionals who are committed to improving housing for military families,” said Jeanne M. Dziensuwski, Naval Facilities Engineering Command (NAVFAC) Southwest Division PPV project leader. “These beautiful new homes enhance morale and quality of life for our deserving Marines, Sailors and their families.”

The quality of the new homes is comparable to those in civilian communities around Camp Pendleton. The newly constructed homes feature three or four bedrooms, ceiling fans and two-car garages. They range in size from 1,750 to 2,350 sq ft.

The Navy’s project partner is Camp Pendleton LLC, which is a partnership between Lincoln Properties and Hunt Building Co. The Navy contribution to this project was approximately $55 million. The completed project will cost approximately $317 million.

More than 150 people attended the Camp Pendleton ceremony, which concluded with a Marine Corps family receiving the first set of keys to a new home. Guest speakers included Maj. Gen. Timothy Donovan, commanding general, Marine Corps Base Camp Pendleton; U.S. Rep. Darrell Issa of the 49th District of California; Wayne Arny, principal deputy assistant Secretary of the Navy, Installations and Environment; and Scott Forrest, director of special venture acquisition, NAVFAC.

The PPV program, authorized in the National Defense Authorization Act for Fiscal Year 1996, provides a series of authorities that allow the Department of Navy and other military services to enter into long-term agreements with private industry to design, finance, construct, own, operate, maintain and professionally manage public/private housing ventures. Since 1996, NAVFAC has executed 15 Navy and Marine Corps privatization projects.
