MASKHADOV'S DEATH HAS NOT SERIOUSLY CHANGED SITUATION IN CHECHNYA

MOSCOW, April 4 (RIA Novosti) - After the killing of the leader of Chechen separatists, Aslan Maskhasdov, the situation in the Chechen republic has not seriously changed. An adviser to the Russian President, Aslanbek Aslakhanov, spoke about it at the news conference in the capital.
"Everything is going on in the same mode, no strategic changes have taken place," Aslakhanov said.
According to him, the liquidation of militants in the republic continues but facts of kidnapping people still exist, though their number has started to lower.
"Kidnappings are going down," Aslakhanov said. He did not assume who specifically could be engaged in this business, nor did he speak about the number of the kidnapped.
"Nobody knows the exact figure," Aslakhanov said.
The draft treaty on delimiting the powers between the federal center and Chechnya has almost been completed, the Russian presidential adviser said.
"After some juridical corrections the treaty will be signed at the convenient time," Aslakhanov said.
He also said that during the coming visit by Vladimir Putin to Germany, the questions of rendering aid to Chechnya would be discussed there.
"During this visit to Germany questions of humanitarian and economic aid to the Chechen republic will be discussed. Chechen President Alu Alkhanov will also fly there," Aslakhanov said.
