AKAYEV READY TO RESIGN

BISHKEK, April 1 (RIA Novosti) - The Kyrgyz parliament and representatives of the deposed president, Askar Akayev, are discussing the details of his resignation, parliamentary speaker Omurbek Tekebayev told journalists on Friday.

"The date and place of this procedure will be announced soon," he said.

According to Tekebayev, "today no one can give absolute guarantees of Akayev's security, which are needed to let him address the parliament and declare his resignation in compliance with the law."

Some representatives of the acting leadership are concerned that "Akayev remained the Kyrgyz president de jure before his official resignation," Tekebayev noted.

According to Vice Premier Daniyar Usenov, the Kyrgyz government has started working out the strategy of the country's further development.

"We shall not elaborate virtual plans because we do not want to live in a virtual country," Usenov noted.

In his words, rational ideas outlined in the projects of the former leadership are used in the elaboration of the new strategy. Serious amendments will be introduced to the taxation and banking systems, etc., the Vice Premier said.

The new government intends to "create proper and comprehensive regulations in the business sphere, which will not be changed every day and will be controlled by the state." In his opinion, this will attract foreign investments to Kyrgyzstan.

The document can be submitted in two-three weeks, Daniyar Usenov added.

A number of big companies, which sustained losses during the March 24 riots, will be granted with financial privileges, he assured.

"We shall let them postpone customs and tax payments. The state will lose nothing. We shall get this money later," Usenov said.

He is convinced that the country will not lose investors as a result of political changes. "Investors can be interested in our mining, gold-mining, hydroelectric and tourist opportunities. Kyrgyzstan has not broken relations with anyone," he noted.
