AKAYEV READY TO ANNOUNCE HIS RESIGNATION IN KYRGYZSTAN

MOSCOW, April 1 (RIA Novosti) - Askar Akayev is ready to resign if he is given a chance to announce this at the Kyrgyz parliament.

"I am ready to come, deliver a farewell speech and announce my pre-term resignation at the parliament, although my presidential term expires on October 30, 2005," Akayev said in a RIA Novosti interview.

In compliance with Kyrgyzstan's Constitution, he can resign only at the parliament, Akayev noted.

In his words, he does not make any illegitimate conditions.

"The first condition is the guarantees of my personal security and the second - the observation of the law on the guarantees of presidential activities," he said.

According to Akayev, he has not conducted any negotiations with the acting authorities. The position of the acting government is the only obstacle, he added.

"I am ready for talks. The new parliament is the only legitimate body in Kyrgyzstan. It established a commission headed by Speaker Omurbek Tekebayev. It would be easier for me to talks with him," the deposed president said adding that Tekebayev was the democratic opposition leader.

"The position of the acting government has been recently changed. Acting premier Kurmanbek Bakiyev announced that Akayev's arrival was undesirable as it could cause disorders in the country," Askar Akayev said.

According to him, the parliament was positive about his proposal [to come and address the parliament]. "But they fail to agree with the government," Akayev noted.

"The talks can be held only in Moscow. The parliamentary commission is ready to come here," he said.
