AKAEV REGIME CANNOT BE RESUMED, RUSSIAN EXPERT THINKS

MOSCOW, March 24 (RIA Novosti's Olga Protasenko) - In the opinion of Alexander Konovalov, president of the Strategic Estimations and Analysis Institute, interviewed by RIA Novosti, a putsch has taken place in Kyrgyzstan and the Akaev regime cannot be resumed.
He believes that is too late to talk of a compromise between the authorities and the opposition. "The opposition is getting more than it could hope for during the elections. The only thing which can restrain it now is the lack of real control of the crowd it has raised", he stressed.
If the opposition manages to handle the situation, it will hardly go for concessions, Konovalov believes.
"A possible decision to repeat the parliamentary elections can be partially seen as a compromise. The opposition will hardly agree to let Akaev continue in office till the end of the term /October 2005/", Konovalov added.
In the expert's opinion, two scenarios are possible at the present moment.
"Some sensible political forces may assume control of the situation, preserve the country's integrity, hold new parliamentary elections or take other steps. There is also the possibility of the situation completely getting out of hand and a third force appearing. It will wipe out both the opposition and the remains of the Akaev regime", Konovalov mused.
He sees radical Islamic groups as the third force which may appear in the political arena of Kyrgyzstan.
If such groups appear and are capable of beating the old authorities and the opposition, things may aggravate to a point resembling the start of the civil war in Tajikistan, Konovalov surmised.
