RESTORE LAW AND ORDER IN KYRGYZSTAN, CALLS LAVROV

MOSCOW, March 24 (RIA Novosti) - Sergei Lavrov, Russia's Foreign Minister, called the conflicting parties in Kyrgyzstan to restore law and order as soon as possible.

"Violence has brought casualties in Kyrgyzstan. We regret it. It is high time to restore legality in that country, and come to a settlement proceeding from its Constitution.

"We count on the OSCE and other international organizations to behave responsibly-too much depends on their pronouncements on the recent election and related developments," he said to the media.

The minister called for "explicit criteria on which the election is being evaluated". "There are no such standards for now," he added.

The situation requires "clear and easily understandable standards on which to appoint legation heads, and in conformity with which those legation heads receive their mandates from the organizations they represent.

"Meanwhile, we are not sure whom they receive their competences from. They speak up their mind without bearing the least responsibility to anyone.

"As our contacts with representatives of those international organizations in Kyrgyzstan have shown, they are starting to realize that the matter has to be set into order-but that pertains to our work in the OSCE," said Mr. Lavrov.
