CLANNISH RULE TO BLAME FOR KYRGYZ DRAMA, SAYS RUSSIAN EXPERT

MOSCOW, March 24 (RIA Novosti's Sergei Zelentsov) - Nepotism and clannish arrangements on the ruling top lay at the root of current violence in Kyrgyzstan, holds Sergei Oznobischev, Director, Institute of Strategic Studies.

"What lies behind the riots in Kyrgyzstan is bare for all to see-the state was ruled by a clan, or rather, a family," he remarked in a Novosti interview.

Unlike the Kyrgyz, the Ukrainian ruling clan was not guilty of nepotism-but Ukraine "inherited much of it from the Soviet times".

"States are run within certain families, and successors to the helm are trained. All that does not work now. It leads to what is going on in Kyrgyzstan."

Mr. Oznobischev thinks the drama can be re-enacted in Belarus, Uzbekistan and Tajikistan if things take a particular turn.

"That is possible in any country where public discontent comes to a critical point. The longer this discontent is suppressed, the stronger it will explode, sooner or later. Autocratic rule cannot hold on forever."

When asked about alleged foreign impact on the Kyrgyz developments, the expert remarked:

"This is a commonplace allegation in similar situations-but it is not money that does the thing, in the final analysis. Either the money finds its politicians, or politicians come by their money-it all means there is mounting discontent of those opposed to the present regime," he said.
