COUNCIL OF EUROPE WILL NOT BE A MEDIATOR IN CHECHEN CONFLICT

MOSCOW, February 10 (RIA Novosti's Kristina Rodriguez) - The Council of Europe does not intend to act as a mediator in the Chechen conflict. The conflict in Chechnya must be settled by the Russian authorities, the organization's Secretary General Terry Davis told RIA Novosti in a telephone interview before his visit to Moscow scheduled for February 13.

Mr. Davis does not support separatism and stands for Russia's territorial integrity.

Speaking about the Council's position on the Chechen conflict, Mr. Davis said: "We do not intend to teach Russia, we are going to help it." He said the Council could "help create a normal atmosphere for settling the conflict."

Mr. Davis especially dwelt on the idea of holding a round-table conference on Chechen problems in Moscow this March. Both Russians and European parliamentarians would participate. Mr. Davis also emphasized the necessity of observing human rights in settling the Chechen conflict.
