Insurgents Targeting Iraqi Families, Children

-- Terrorist groups in Fallujah and Ramadi have increased their use of intimidation tactics and violence against innocent Iraqi citizens. Many brave Iraqi citizens have stepped forward to inform Multi-National Forces of these actions.

Residents of Fallujah informed Multi-National Forces recently that terrorists in the city are preventing families from leaving Fallujah. According to residents, terrorist elements plan to use citizens as human shields then claim they were attacked by Multi-National Forces.

Multi-National Force officials have also received reports that terrorists in Fallujah are constructing a system of tunnels joining mosques and schools within the city. The tunnels will reportedly be used to transport weapons and ammunition throughout protected sites in the event Multi-National Forces conduct operations against the insurgents.

Under international law, mosques are granted protected status because of their religious and cultural significance. However, when insurgents violate the sanctity of the mosque by using the structure for military purposes, the site loses its protected status.

One of Multi National Forces-Iraq's missions is to assist the Iraqi Security Forces to bring peace and stability to the people of Iraq. Great care is taken by coalition and Iraqi forces to protect non-combatant civilians from the criminals who intend to deter Iraq from conducting free elections in January.
