KEYPORT, Wash. - The Aviation Maintenance Training Continuum System (AMTCS) Software Module (ASM) Web Server Ship Alteration 9403K for carriers and nuclear carriers, developed by NAVSEA's Warfare Center in Keyport, Wash. received approval from PMS 312, Program Executive Office Carriers, on 24 May. The ASM web server provides the network infrastructure for the ASM capability to track and maintain aviation maintenance personnel training history and qualifications aboard the carrier. The official ASM Web Server nomenclature designation is AN/USQ-182. This paves the way for the first shipboard installation of ASM on USS Enterprise (CVN 65), tentatively scheduled in 2005.
The Warfare Center at Keyport is tasked by the Naval Air Systems Command (NAVAIR) with the design, development and implementation of hardware and software systems that deliver and track training for Navy personnel who are responsible for maintaining the Navy's aircraft inventory. The AMTCS is comprised of all training, training management tools, and associated infrastructure necessary to accomplish that goal. AMTCS integrates Schoolhouse and Fleet in-service technical training into a structured and coherent training continuum, and provides Sailors and Marines with career path training from initial service entry to the end of their military careers while continuously enhancing Warfighter capabilities and effectiveness. Keyport's deliverables under this tasking include: Training Management Software; Electronic Classrooms; Computer-based Fleet Training Devices; File and Web-based Aviation Maintenance Training Courseware Acceptance Testing, Integration, and Distribution; and Life Cycle Support.
The AMTCS has been greatly enhanced by the development and deployment of a second-generation training management and reporting system, the AMTCS Software Module (ASM). The Warfare Center at Keyport has been designated by NAVAIR as the Software Development, Integration, and Deployment Agent for the ASM.
The ASM is a web-based training support system that supports creation and tracking of short- and long-term detailed individual or group training plans. ASM manages maintenance training, training completion, qualifications, certifications, and licenses held by maintenance personnel. Although ASM was originally developed for the aviation maintenance community, it readily supports any activity through utilization of task lists and custom reporting tools. Development of task lists and official reports associated with aviation maintenance training, and used by the ASM, is also the responsibility of this Warfare Center.
From the onset, ASM was developed in conjunction with active duty and reserve Navy and Marine aviation maintenance personnel in an effort to minimize or eliminate required user training for operation of ASM software. Implementation of ASM in the naval air community has been shown to significantly reduce the amount of time required by maintenance personnel in maintaining paper-based training records, compared to current paper based training records, while simultaneously greatly increasing accuracy and availability of readiness data.
ASM is being rolled out Navy-wide. AMTCS provides training support to Navy and Marine Corps Wings and Squadrons through computer based training systems. These systems currently support naval aircraft operating from aircraft carriers and shore bases. Included are F/A-18 Hornets, EA-6B Prowlers, and AV-8B Harrier aircraft along with NAS Norfolk, NAS Oceana, and NAS Lemoore shore bases, and all 14 Centers for Naval Aviation Technical Training that support maintenance training for Navy aircraft at locations across the continental United States.
NUWC Keyport's continuing efforts include adapting the ASM and associated hardware infrastructure to provide central repositories for Navy courseware, training records, task lists, qualifications and certifications for all naval personnel. This central repository will permit Navy decision makers to access the records of Navy and Marine Corps personnel in real time, from any location, and at any level from the Chief of Naval Operations to Training Petty Officers at individual commands world wide.
