Lockheed Martin, CACI, EAI, Fluor and IEM Team for DoD Installation Protection Program

MANASSAS, VA, February 20th, 2004 -- Lockheed Martin [NYSE: LMT] today announced a team with world class capabilities and experience to address the critical and diverse needs for the Department of Defense Installation Protection Program (IPP).

IPP is a $1.1 billion initiative to provide U.S. military installations with integrated chemical, biological, radiological and nuclear (CBRN) protection and response capability. Managed by DoD's Joint Program Manager, Guardian, the IPP will enhance force protection at 200 prioritized installations worldwide over the next five years. A contract award is expected in April 2004.

Leveraging extensive Lead Systems Integrator (LSI) expertise with advanced modeling, engineering, training and site support skills, the Lockheed Martin-led IPP team provides tailored capabilities packages to each installation, depending on its mission and needs, and maximizes CBRN protection, response and restoration in the event of an attack. The team will increase long term system viability by constantly seeking to lower lifecycle costs and improve usability.

"Lockheed Martin's demonstrated capability in whole systems thinking as a lead systems integrator allows the application of a broad array of capabilities to provide DoD the best-value CBRN protection solution on a given installation," said Charles A. Cantello, IPP Executive and vice president of CBRN Programs and Warfare Systems at Lockheed Martin in Manassas, VA. "Our team has a clear understanding of the requirements necessary for an effective program and the requisite experience to deliver the kind of disciplined performance that will provide installations with the tools they need to manage these systems throughout the lifecycle. Always keeping the end user in mind, our open business approach allows us to aggressively insert validated COTS technology for lower support costs."

Members of the Lockheed Martin-led team have been co-located and working together since August 2003. This close working relationship allowed the team to develop the right kind of processes and toolset to allow successful implementation of the IPP program.

CACI International Inc. (NYSE: CAI), an experienced IT and network solutions provider, brings both systems engineering and modeling/simulation expertise to the team.

"The Installation Protection Program fills a critical need for DoD and CACI is pleased to be part of this innovative and customer-focused team," said Michael P. Rhodes, vice president and manager of the Integrated Sensor Systems Division at CACI. "Our background with CBRN sensors and over 40 year legacy of modeling and simulation solutions, coupled with Lockheed Martin's leadership and disciplined approach, will provide our DoD customers with flexible, adaptable solutions for enhanced installation protection."

EAI (a GEO-CENTERS, Inc., company) provides expertise for CBRN training and operational analysis, and brings wide experience with emergency responder preparedness, protection, detection, identification, and disposal of hazardous materials and agents.

"It's critical to train and support emergency responders, medical personnel, the command team, and operations personnel to react appropriately to what the sensors detect," said EAI Senior Vice President of the Defense Business Area, David G. Shoffner. "Our experience in chemical and biological defense training makes EAI a perfect partner for the team. Additionally, we bring site vulnerability and threat assessment expertise to the team, providing the capability to identify and minimize installation exposure risks from CBRN attacks and deliver recommendations for improved site protection."

Fluor Corporation's (NYSE: FLR) vast experience in these areas makes them a superb partner for handling installation and maintenance of systems for each designated site, an integral part of DoD's IPP program. Fluor Corporation, a Fortune 500 company headquartered in Aliso Viejo, CA, with revenues of nearly $9 billion in 2003, provides services on a global basis in the fields of engineering, procurement, construction, operations, maintenance, and project management.

"Fluor brings the team essential knowledge and capabilities needed for successful installation of CBRN protection," commented Ken Oscar, Fluor vice president, DoD Business Development. "We are proud to be on the team and supporting this critical effort."

Innovative Emergency Management, Inc. (IEM) provides a full range of IT-based prevention, preparedness, and response services to the military, government, and private industry, including modeling and simulation, security assessments for critical infrastructure, plan development and review, exercise and training, and public outreach and education.

"IEM is proud to be a part of this impressive and technologically innovative team," said Ted Lemcke, IEM Vice President of Core Technologies. "We bring a record of demonstrated success in CBRN modeling and simulation, based on our quantitative methodology for evaluating emergency response to a technological hazard."
