NSWC PHD provides Distance Support to USS Comstock (LSD 45)

Port Hueneme, Calif. - In response to an urgent request from the USS Comstock (LSD 45) on November 2, 2003, Naval Surface Warfare Center (NSWC) Port Hueneme Division (PHD) engineers and logisticians provided Ship Self Defense System (SSDS) MK 1 distance technical support via telephone and email. Port Hueneme's In-Service Engineering personnel worked closely with ship's crew to identify a problem with two faulty Uninterruptible Power Supplies (UPS). This part is known to be a common failure item in SSDS MK 1, since life expectancy of the batteries is approximately 3-5 years.
The inherent high failure rate results in occasional high demands for this part, which taxes the supply system's ability to maintain stock. The approved Commercial Off The Shelf (COTS) part numbers are now obsolete, preventing the supply system from procuring additional stock. A quick review of the Navy Supply System confirmed this to be the case.
In an effort to provide a timely response to the ship's request, PHD logisticians obtained the parts from the NSWC PHD SSDS MK 1 Engineering Laboratory and shipped them overnight to Comstock in San Diego, California. Arrangements were made with Comstock to payback Port Hueneme for the parts via Naval Inventory Control procedures.
PHD engineers are currently working on an Engineering Change Proposal to remedy the problem. An alternate COTS UPS will be approved for Fleet use once it passes required shock and vibration tests. "Our close relationship with the Fleet and NAVICP, allows us to solve near term problems while working on the long term solution," remarked Bill Stamper, NSWC PHD Ship Defense and Expeditionary Warfare Department.
