RWANDA: President names new cabinet
NAIROBI, 20 October 2003 (IRIN) - Rwandan President Paul Kagame appointed a new cabinet on Sunday, 19 days after his ruling Rwandan Patriotic Front won a landslide victory in the country’s first multiparty legislative elections since the 1994 genocide.
Many of the principal figures in the cabinet retained their former posts, AFP reported, among them Foreign Minister Charles Muligande, Finance Ministers Donald Kaberuka and Local Administration Minister Christophe Bazivamo. They are all members of the RPF party, AFP said.
"The principal change comes at the Justice Ministry where Jean de Dieu Mucyo is replaced by the former secretary-general at the ministry, Edda Mukabagwiza," AFP reported.
Radio Rwanda announced the cabinet ministers as follows:
- Defence: Maj-Gen Marcel Gatsinzi;
- Local government, community development and social affairs: Christopher Bazivamo;
- Justice: Edda Mukabagwiza;
- Youth, culture and sports: Robert Bayigamba;
- Foreign affairs and cooperation: Charles Muligande;
- Gender and family promotion: Valerie Ntirahabineza
- Agriculture and livestock: Patrick Habamenshi;
- Commerce, industry, investment promotion, tourism and
cooperatives: Manase Nshuti;
- Infrastructure: Jean-Damascene Ntawukuriryayo;
- Education, science, technology and research: Romain Murenzi;
- Public service, skills development, vocational training and labour: Andre Habib Bumaya;
- Finance and economic planning: Donald Kaberuka;
- Interior: Jean de Dieu Ntiruhungwa;
- Health: Abel Dushimiyimana;
- Lands, the environment, forestry, water and natural resources: Drocella Mugorewera;
- Office of the president: Solina Nyirahabimana;
- Office of the prime minister in charge of information: Laurent Nkusi;
Ministers of state for:
- Good governance in the Ministry for Local Government, Community Development and Social Affairs: Protais Musoni;
- Community development and social affairs minister for local government, rural development and social affairs: Christine Nyatanyi;
- Skills development, vocational training and labour in the Ministry for the Public Service, Skills Development, Vocational Training and Labour: Angelina Muganza;
- Primary and secondary education in the Ministry of Education, Science, Technology and Research: Maria Jeanne Mujawamariya;
- Lands and environment in the Ministry of Lands, Environment, Forestry, Water and Natural Resources: Patricia Hajabakiga;
- Water and natural resources in the Ministry of Lands, Environment, Forestry, Water
and Natural Resources: Bikoro Munyanganizi;
- Economic planning in the Ministry of Finance and Economic Planning: Monique NSanzabaganwa
- HIV/AIDS and other infectious diseases in the Ministry of Health: Innocent Nyaruhirira;
- Energy and communication in the Ministry of Infrastructure: Samuel Nkusi;
- Agriculture in the Ministry of Agriculture and Livestock: Ephraim Kabayija;
- Cooperation in the Ministry of Foreign Affairs and Cooperation: Protais Mitali.
