U.S.-Albania Sign Open-Skies Agreement

Establishes liberal, market-based aviation regime

U.S. Transportation Secretary Norman Y. Mineta and Albanian Acting Minister of Foreign Affairs Luan Hajdaraga signed an Open-Skies aviation agreement September 24 in Washington, the first formal air transport agreement ever between the two countries.

The agreement "establishes a liberal, market-based aviation regime allowing airlines of each country to operate to, from or beyond the other's territory," according to the following Department of Transportation press release:

SECRETARY MINETA SIGNS U.S.-ALBANIA OPEN-SKIES AGREEMENT

U.S. Transportation Secretary Norman Y. Mineta and Albanian Acting Minister of Foreign Affairs Luan Hajdaraga today signed an Open-Skies aviation agreement that establishes a liberal, market-based aviation regime allowing airlines of each country to operate to, from or beyond the other's territory.

The agreement, signed in Washington, D.C., is the first air transport agreement between the two nations. The United States now has 60 bilateral Open-Skies agreements worldwide.

"This agreement marks another step forward in U.S. efforts to create an open market for international aviation services and more choices for travelers and shippers," Secretary Mineta said.

Open-Skies agreements allow airlines to determine how often they fly, the kind of aircraft they use, and the prices they charge. The agreement applies to both passenger and cargo services, and to both scheduled and charter operations.
