DACIA 2003, ROMANIA
19 COUNTRIES TO PRACTICE DISASTER RELIEF AFTER TERRORIST ATTACK

The civil emergency exercise "Dacia 2003" will take
place in Pitesti, Romania, between 7 and 10 October. The scenario
of the exercise is based on a terrorist attack with the use of
radiological dispersion devices, better known as "dirty
bombs". The exercise will focus on the consequences and
emergency response to a radiological terrorist attack, including medical
treatment as well as the psychological impact of such attack. DACIA 2003, ROMANIA

This exercise, conducted in the framework of the Euro-Atlantic Disaster Response Coordination Centre (EADRCC), is the first to simulate a dirty bomb terrorist attack. Over 1300 personnel from Romania and around 320 personnel from other countries will be participating.
Countries involved are: Armenia, Austria, Azerbaijan, Belgium, Bulgaria, Croatia, Hungary, Italy, Moldova, Norway, Portugal, the Slovak Republic, Slovenia, Switzerland, Turkey, Ukraine, Uzbekistan, the United States.
In addition, the following nations will send observers: Albania, Belarus, Canada, the Czech Republic, Estonia, France, Germany, Greece, and Serbia and Montenegro and Sweden.
The exercise is a Partnership for Peace activity, organized by the Ministry of Administration and Interior of Romania in cooperation with the Euro-Atlantic Disaster Response Coordination Centre (EADRCC). This event is included in the National Plan for Romania's accession to NATO and represents an opportunity to test the national structures' capacity to integrate military and humanitarian missions according to NATO standards, and also ensure efficient and timely political support in case of such disaster.
This exercise is expected to be attended by high level Romanian and NATO officials.

The exercise will take place in different sites in and around Pitesti, with specialised radiological search and rescue teams, field hospitals, special medical supplies and equipment for the treatment of contaminated persons, tents for accommodation of evacuees as well as mobile chemical and nuclear laboratories.
