DYNAMIC RESPONSE 2003
NATO RESERVE FORCES REHEARSE IN BOSNIA, KOSOVO

NATO AFSOUTH Press Release {17}

19 August 2003

From 26 August to 24 September 2003, NATO and Partner nations will deploy Reserve Forces headquarters and troops to Bosnia-Herzegovina and Kosovo to take part in an operational rehearsal, nick-named DYNAMIC RESPONSE 2003 (DR03).
This annual rehearsal, traditionally taking place in August/September, proves NATO’s ability, at short notice, to significantly reinforce already present NATO-led forces with so-called “Over-The-Horizon-Forces” (OTHF).

Three components build this militarily effective reserve concept. SFOR and KFOR each possess a highly mobile, rapid reaction, tactical reserve force. Additionally, activating the “Operational Reserve Force” increases both SFOR and KFOR troops strength. Finally, the Strategic Reserve Force can be called into theatre. Altogether ORF and SRF contribute up to 6500 mission ready troops, which can deploy on short notice.

NATO and Partner units will be involved in real-world Peace Support Operations practicing and validating operational concepts and familiarizing units with terrain and environment. Their presence also sends a clear message of NATO’s and the international community’s strong resolve and commitment to maintain peace and stability in the overall Balkans region.

The Reserve Forces consist of multi-national, trained units with a wide range of military capabilities –including light and airborne infantry, amphibious, air mobile, armour, artillery and air attack capability. These Reserves are designed to be a mobile, versatile force to augment in-theatre forces in order to deal with any military contingency.

Units will arrive by air and land routes, arriving in theatre fully mission-capable and logistically self-sustaining. After processing through reception areas, they will be integrated into the command and control structures of SFOR and KFOR, performing duties with the troops in place in a wide variety of missions, for example manning checkpoints, or conducting routine patrols.

The operational rehearsal will be coordinated by CINCSOUTH, who is the Joint Force Commander (JFC) within the NATO Headquarters responsible for the Balkan Operations. The multi-national NATO Headquarters in Bosnia-Herzegovina and Kosovo, SFOR and KFOR, will control assigned units.

NOTE FOR THE EDITORS: The PIO agencies in Bosnia-Herzegovina and Kosovo, will handle all requests for this rehearsal. Detailed media programmes will be available at these local Press Information Centres.
