Lockheed Martin Team Begins Second Phase of Warfighter Information Network - Tactical Competition
GAITHERSBURG, MD, August 5th, 2003 -- The Lockheed Martin-led Team WIN-T is set to begin the System Development and Demonstration (SDD) phase of the Warfighter Information Network - Tactical (WIN-T) competition. During this second and final phase of the 3-year, $75 million downselect period, the team will devise a prototype WIN-T system for operational testing by the government users in preparation for the low rate initial production (LRIP) contract award, slated for late 2005. The Defense Acquisition Board (DAB) approved the WIN-T program's transition to the SDD phase on Wednesday, July 31, enabling the Army to proceed. The Army is expected to officially begin the SDD phase on Friday. The DAB approval follows successful completion of the 12-month Phase I, during which the team defined the architecture for the WIN-T system and conducted industry studies on technology readiness.
"The progress on this program so far has been tremendous, and the Army is in a great position for the SDD phase," said Dave Kelley, Lockheed Martin program executive for WIN-T. "This phase will be critical to the program, and we're on track to deliver an open architecture WIN-T solution that will meet the Army's needs for mobility, connectivity, and bandwidth management for decades to come."
The Army's next-generation integrating communications network, WIN-T is a potential $10 billion, 15-year systems integration program to bring enhanced mobile bandwidth and networking capability to the battlefield. WIN-T will provide modern networking technology to Army warfighters, enabling battlefield situational awareness on the move and giving commanders new capability to synchronize combat power. The system will provide a highly secure network backbone for high-speed communications for voice, data and video on the battlefield, and ensure interoperability with Joint and Coalition Forces.
"The Army is focused on developing an innovative, revolutionary WIN-T network that will enable true mobile battle command and secure connectivity anytime, anywhere," said Kelley. "Our approach to the WIN-T program will deliver a flexible, open architecture solution that will meet the evolving needs of warfighters as the Army transforms itself to the Objective Force. With our partners Harris, Cisco, and QUALCOMM, we'll ensure that soldiers are equipped with the most recent commercial technologies throughout the lifecycle of the WIN-T program, and that WIN-T will be synchronized with other major Transformation efforts such as Future Combat Systems and Joint Tactical Radio Systems."
Lockheed Martin is the lead systems integrator for Team WIN-T, a highly skilled group of telecommunications and networking providers that bring experience and leadership in key technology areas. Team WIN-T includes communications systems integrator Harris Corporation, networking market leader Cisco Systems, and wireless communications expert QUALCOMM, as well as ACS Defense, Inc., SRI International, CACI, INNOLOG, and Integrated Solutions Inc.
