Air Force announces 2004 force structure changes
7/23/2003 - WASHINGTON -- The FY04 force structure realignment results in a total decrease of 5099 authorizations (2260 military authorizations and 2839 civilian authorizations), and 1055 drill authorizations.
This realignment of active-duty and civilian manpower authorizations will better support the service's highest-priority mission requirements. The Global War on Terrorism (GWOT) imposes on us a "new steady state" of accelerated operations and personnel tempo, as well as a demand for unprecedented speed, agility, and innovation in adapting to unconventional and unexpected threats. To address this need for force shaping, the Air Force is taking a two-prong approach to rebaselining its manpower books.
First, the service will eliminate unfunded and unfilled manpower authorizations that should have been reduced as a result of long past budget decisions. Second, as new capabilities are added, the Air Force will shape the force by realigning resources from lower priority areas to satisfy the requirement for these higher operational priorities. In certain cases, current employees will be affected by this "balancing the books" exercise, but every precaution is being taken to minimize impact on personnel.
To implement these reductions, commands will decide within their command which processes can be eliminated or reengineered. It is important that the Air Force's manpower authorizations accurately reflect the military and civilian workforce as everything from deployment taskings to accession programs are based on manpower authorizations.
This announcement specifies the force structure changes experienced by the Total Force - active duty, Guard, and Reserve. Prior to making any decisions concerning a major movement of forces, the Air Force will fully comply with the spirit and requirements of the National Environmental Policy Act (NEPA).
In reference to manpower authorizations, "military" equates to full-time active duty, Air Force Reserve Command (AFRC), or Air National Guard (ANG) authorizations. "Drill" indicates part-time AFRC or ANG authorizations. "Civilian" refers to federal civil service, AFRC technician, or ANG technician authorizations.

ALABAMA
Maxwell AFB - Air University loses 177 military and 52 civilian positions as a result of workforce reshaping. Officer Training School loses 20 officer instructor positions as a result of the realignment of officer accession quotas to the Air Force Reserve Officer Training Corps program. The Reserve Officer Training Corps increases six civilian positions for administration of a new Summer Intern Program. Air University gains one civilian position for increased workload associated with growth in the Air Force's graduate education program and one military position for implementation of an additional Squadron Commanders Course. The Air Force Recruiting Service loses one civilian position as a result of workforce reshaping. The Air Force Research Laboratory gains two military authorizations as a result of a programmatic reassignment from Kirtland AFB, NM. The 908th Airlift Wing gains seven civilian and 11 drill authorizations because of a C-130H crew ratio increase. The Air Force Logistics Management Agency loses five military and two civilian authorizations, the Air Force Doctrine Center loses ten military and one civilian authorization, and the Air Force Historical Research Agency loses nine military and gains six civilian authorizations as a result of workforce reshaping.
Ft Rucker - As a result of a lead command change, the 23rd Flight Training Squadron loses four military positions associated with the C-12 Standardization and Evaluation mission.
ALASKA
Clear AFS - The 13th Space Warning Squadron loses 39 military authorizations as a result of initial mission transfer to the Air National Guard.
Eielson AFB - The 354th Fighter Wing loses 38 military positions because of Air and Space Expeditionary Force resizing, and 34 civilian positions as a result of workforce reshaping. The 354th Fighter Wing loses 13 military with the realignment of Pick-up and Delivery from the supply squadron to the transportation squadron. The application of the manpower standard for commander support staffs in the 354th Fighter Wing results in a reduction of 10 military and one civilian position. Other minor actions result in a decrease of seven military and an increase of five civilian positions.
Elmendorf AFB - The 11th Air Force loses six civilian positions as a result of workforce reshaping. The 3rd Wing loses 77 military positions because of Air and Space Expeditionary Force resizing and 52 civilian positions as a result of workforce reshaping. The 3rd Services Squadron gains 15 civilian positions with the opening of a new child development center. The 3rd Civil Engineering Squadron converted 28 enlisted positions to civilian as a result of utilities privatization. The application of the manpower standard for commander support staffs in the 3rd Wing results in a reduction of four military and one civilian position. The 381st Intelligence Squadron loses five military authorizations as a result of termination of on-board intelligence support for AWACS. The 732nd Air Mobility Squadron gains eight military positions based on enroute maintenance adjustments. Other minor actions result in a decrease of eight military positions.
ARIZONA
Davis-Monthan AFB - The 355th Wing gains 249 military authorizations resulting from two additional HC-130s and four additional HH-60s. The 355th Wing gains nine military authorizations as a result of the new manpower standard for Weather and loses 15 military and 22 civilian authorizations as a result of workforce reshaping. The Aerospace Maintenance & Regeneration Center loses six civilian authorizations as a result of workforce reshaping. Other minor actions result in a decrease of two military authorizations.
Luke AFB - The 56th Fighter Wing loses 75 military and 49 civilian authorizations as a result of workforce reshaping. The 56th Logistics Readiness Squadron loses 12 military positions as a result of the Air Force-wide Pick-up and Delivery realignment from the supply squadron to the transportation squadron.
Mesa - Detachment 13, Air Force Research Laboratory gains 12 civilian authorizations for force protection. Two civilian authorizations are transferred from Brooks City-Base, TX as a result of workforce restructuring.
Phoenix-Sky Harbor IAP - The 161st Air Refueling Wing converts from 10 KC-135E aircraft to eight KC-135R aircraft.
Sunspot - Operating Location AO, Detachment 9, Air Force Research Laboratory increases two civilian authorizations as a result of workload transfer from Hanscom AFB, MA.
ARKANSAS
Little Rock AFB - The 314th Airlift Wing gains 42 military and five civilian positions as a result of the programmed replacement of C-130E aircraft with C-130J aircraft. The 314th Airlift Wing loses 60 military and 29 civilian authorizations and the Air Force Recruiting Service loses one military and one civilian as a result of workforce reshaping. The 314th Logistics Readiness Squadron loses five military positions as a result of Air Force-wide Pick-up and Delivery function reengineering. The 463rd Airlift Group gains 22 military authorizations for an increase in aircraft maintenance workload. Other minor actions result in an increase of three military and two civilian authorizations.
CALIFORNIA
Beale AFB - The 9th Reconnaissance Wing loses two military and 19 civilian authorizations as a result of workforce reshaping. The 12th Reconnaissance Squadron gains three Global Hawk remotely piloted vehicles as a result of the programmed force structure build-up. The 940th Air Refueling Wing will increase the crew ratio for the authorized KC-135 resulting in an increase of six civilian and three drill positions. The 940th Combat Logistics Support Squadron loses four civilian and 117 drill authorizations to match wartime requirements.
Channel Islands AGS - The 146th Airlift Wing loses one C-130E aircraft.
Edwards AFB - The Air Force Flight Test Center loses 58 military and 125 civilian authorizations as a result of workforce reshaping. Operating Location AK, Aeronautical Systems Center gains four military and eight civilian authorizations from the Air Force Research Laboratory, Wright-Patterson AFB, OH and the Air Armament Center, Elgin AFB, FL for special programs. Adjustments to the Joint Strike Fighter program result in an increase of one military and 11 civilian authorizations in the 412th Test Wing. The 412th Maintenance Group gains 25 military authorizations because of Productivity Programs. The 18th Space Control Squadron inactivates and realigns part of its mission to Peterson AFB, CO resulting in the loss of 28 military and four civilian authorizations. Other minor actions result in an increase of five military and one civilian authorization.
Long Beach - The Warner Robins Air Logistics Center, Operating Location GB, loses one civilian authorization as a result of workforce reshaping.
Los Angeles AFB - The Space and Missile Center loses 31 civilian authorizations as a result of workforce reshaping.
March ARB - The 452nd Air Mobility Wing loses two KC-135R aircraft reducing the wing's authorized aircraft to eight while also increasing the crew ratio for the remaining authorized aircraft resulting in a reduction of four civilian and 24 drill positions. The 452nd Air Mobility Wing retires eight C-141 aircraft in FY04.
Onizuka AFS - The 21st Space Operations Squadron loses nine civilian authorizations as a result of workforce reshaping.
Port Hueneme - The 345th Training Squadron loses one military and two civilian authorizations as a result of workforce reshaping.
San Diego - Operating Location TG, Electronic Systems Center loses one civilian authorization as a result of workforce reshaping.
Travis AFB - The 60th Air Mobility Wing loses four C-5 aircraft resulting in a loss of 165 military and 15 civilian authorizations. The 60th Medical Group loses four military and two civilian authorizations from Medical Annual Planning and Programming Guidance adjustments. The 615th Air Mobility Operations Squadron gains eight military authorizations as a result of the transfer of expeditionary capability from Scott AFB, IL. The 60th Air Mobility Wing gains eight military and loses one civilian authorization as a result of changes in workload. The 349th Air Mobility Wing loses 131 drill positions as a result of the of C-5 aircraft reduction in the 60th Air Mobility Wing. Other minor actions result in a decrease of two military and increase of three civilian authorizations.
Vandenberg AFB - The 30th Space Wing loses seven military and 40 civilian authorizations as a result of workforce reshaping. The 76th Helicopter Flight inactivates resulting in a loss of 17 military authorizations. The 2nd Space Launch Squadron loses 17 military positions with the implementation of the Expendable Evolved Launch Vehicle. The 381st Training Group loses nine military and four civilian authorizations as a result of workforce reshaping. Buckley AFB - The 460th Air Base Wing loses nine civilian authorizations as a result of workforce reshaping and gains nine civilian authorizations for a new child development center. Other minor actions will result in an increase of three military and eight civilian authorizations.
Cheyenne Mountain - The 721st Mission Support Group loses two civilian authorizations as a result of workforce reshaping.
Peterson AFB - HQ Air Force Space Command loses 98 military and 34 civilian positions as a result of management headquarters reductions. Air Force Space Command field operating agencies gain 19 military for mission increases in space systems sustainment and intelligence operations. The 21st Space Wing loses 26 civilian authorizations as a result of workforce reshaping. Detachment 5, Electronic Systems Center, loses five military and eight civilian authorizations as a result of workforce reshaping. The Air Force Research Laboratory gains one military authorization to act as the commander's representative. USAF Academy - The 10th Medical Group gains 77 military authorizations from Medical Annual Planning and Programming Guidance adjustments. The USAF Academy loses 41 military and 88 civilian authorizations as a result of workforce reshaping.
DELAWARE
Dover AFB - The 436th Airlift Wing loses four C-5 aircraft resulting in a loss of 164 military and nine civilian authorizations. The 512th Airlift Wing reduces 131 drill positions as a result of the reduction in active duty C-5 aircraft. The 436th Airlift Wing loses 49 military authorizations for C-5 Special Operations Low Level mission transfer. The 436th Medical Group loses 22 military and two civilian authorizations from Medical Annual Planning and Programming Guidance adjustments. Other minor actions result in an increase in seven military and one civilian authorization.
DISTRICT OF COLUMBIA
Bolling AFB - OL-CT, Detachment 1, Air Intelligence Agency gains four military positions for increased intelligence support to the Defense Intelligence Agency's counter-terrorism efforts. The 11th Wing gains 25 military authorizations in support of Honor Guard workload and loses six military and 27 civilian authorizations as a result of workforce reshaping. The Air Force History Support Office loses five military and gains two civilian authorizations and the Air Force Legal Services Agency loses 10 military as a result of workforce reshaping. Cape Canaveral AFS - The 45th Space Wing loses eight civilian authorizations as a result of workforce reshaping. Detachment 3, Warner Robins Air Logistics Center loses two civilian authorizations as a result of workforce reshaping.
Eglin AFB - The Air Armament Center loses 67 military and 132 civilian authorizations as a result of workforce reshaping. The 28th Test Squadron transfers one military position to the 53rd Test and Evaluation Group at Dyess AFB, TX. The Air Armament Center gains 14 civilian authorizations in support of foreign military sales and nine civilian authorizations for special programs. The Air Armament Center gains two military acquisition authorizations. Three military positions are converted to civilian in the 96th Civil Engineering Group.
