Navy Announces Final Decision in A-76 Cost Comparison |

NADEP CHERRY POINT, NC-The Navy announced today that it has reversed an earlier tentative decision to convert various materials services functions at the Naval Air Depot (NADEP), Cherry Point, N.C., to contractor performance. On Jan. 17, 2003, the Navy announced that a contract would be awarded to the Raytheon Corporation, Falls Church, Va., pending a period allowed for affected workers to appeal the decision. The workers appealed the decision and the Administrative Appeal Authority, the Naval Air Systems Command (NAVAIR), Patuxtent River, Md., subsequently reversed it on March 26, 2003. The material services functions will remain within the government. There were 113 Navy civilian personnel performing the functions before the decision to convert. The federal government and the private sector regularly compete for commercial functions performed by the government under a process known as a Commercial Activity (CA) Study that is governed by the Office of Management and Budget (OMB) Circular A-76. The A-76 administrative appeal procedures do not allow further appeals outside the NAVAIR review, which is considered the final decision.
