Navy Releases LCS Draft RFP Package for Review

WASHINGTON - 14 Feb 03 - The Navy released the Littoral Combat Ship (LCS) Request for Proposal (RFP) package in draft form for review and comment. This information is offered in conjunction with the previously announced LCS Industry Day at the Crystal City Forum 0900-1100 on 20 February 2003. Included in the RFP package for review is the Navy approved Preliminary Design Interim Requirement Document (PD-IRD) and the Navy Warfare Development Command (NWDC) developed Concept of Operations (CONOPS) for additional direction and guidance, respectively.

Offerors may submit written questions requesting clarification of this RFP to the following e-mail address at LCS_Info@navsea.navy.mil. The Navy will answer questions via the website at www.neco.navy.mil. Questions and answers can by accessed by following the link to "Business Opportunities" and Searching for Solicitation Number N00024-03-R-2309.

The Navy will adjudicate any questions or comments provided by Offerors and incorporate them, as appropriate, in the final version of the RFP, with its release expected later this month. Internet access to the solicitation and any amendments is available from the website www.neco.navy.mil by following the link to "Business Opportunities" and searching for Solicitation Number N00024-03-R-2309. The solicitation, which will include related files listed under the Solicitation Number, can then be downloaded.

The LCS Flight 0 Preliminary Design solicitation will be a full and open competition in which any Offeror can respond to the Request for Proposals (RFP). The RFP is for LCS Flight 0, Phase I - Preliminary Design with options for Phase II - Final Design and Detail Design and Construction. The RFP will concentrate on the ship and system integration.

PEO Ships is the lead acquisition agent for the LCS Program, which is being managed by PMS 501. OPNAV N76 is the LCS Program sponsor with requirements directed by N76E.
