CNO Praises USS Milius for Optimal Manning Success

ABOARD USS MILIUS (NNS) -- During a recent visit to the Central Command area of operations, Chief of Naval Operations (CNO) Adm. Vern Clark praised USS Milius (DDG 69) for its success in implementing the optimal manning program.

"I appreciate your courage to challenge the assumptions, because I know that none of this would have happened without you," Clark told the crew of the San Diego-based guided-missile destroyer. "You have proven here that you can run a more effective and capable ship."

As Clark noted in CNO Guidance 2003, Milius combined new technologies with solid deckplate leadership to produce innovative shipboard watchstanding practices, reduce ship's manning requirements, and focus Sailors on their core responsibilities.

The CNO said putting the right Sailors in the right place at the right time is critical to maintaining the Navy's readiness and achieving the Navy's Sea Power 21 vision. Clark added that optimal manning gives Sailors the opportunity to serve in more challenging and rewarding jobs.

"I decided when I got this job that we weren't going to compete in the 21st century if we didn't make a deal with Sailors. The deal was this, they promise to support and defend the Constitution of the United States and to obey the orders of the President," the CNO said. "The question is what do leaders promise in return for the promise that young people make when they come join our Navy. My promise to every one of you is that we're going to invest in you and your growth and development."

The CNO also thanked Milius for showing America's resolve in the growing allied armada in the Central Command area of operations. As part of the vanguard in the war on terrorism, the Navy has the American people standing behind them, Clark added.

"You have got the support of the citizens of the United States of America," the CNO said. "They care, and they're watching, and they believe in you. And if the president decides to go, make them proud. Go write some history."
