- CIVIL RESERVE AIR FLEET STAGE I ACTIVATION ANNOUNCED 08 Feb 2003 -- The Secretary of Defense has given authority to the commander, U.S. Transportation Command (USTRANSCOM) to activate Stage I of the Civil Reserve Air Fleet (CRAF) to provide the Department of Defense additional airlift capability to move U.S. troops and military cargo. This measure is necessary due to increased operations associated with the build-up of U.S. forces in the Persian Gulf region. CRAF aircraft are U.S. commercial passenger and cargo aircraft that are contractually pledged to move passengers and cargo when the Department of Defense's airlift requirements exceeds the capability of U.S. military aircraft.

- ISRAEL / PALESTINIANS VOA 08 Feb 2003 -- Palestinian leader Yasser Arafat said Saturday he welcomes the renewal of direct, high level talks with Israel. Mr. Arafat was responding to reports that Israeli Prime Minister Ariel Sharon had his first face to face meeting with a senior Palestinian official in nearly a year.
- ISRAEL / PALESTINIANS VOA 08 Feb 2003 -- Israeli Prime Minister Ariel Sharon has held his first direct talks with senior Palestinian officials in nearly year. Sources on both sides say Mr. Sharon proposed a gradual cease-fire to end more than two years of violence.
- IVORY COAST/ACCORD VOA 08 Feb 2003 -- Rebels in Ivory Coast are calling on President Laurent Gbagbo to fully implement a peace agreement meant to end a nearly five-month war.
- SRI LANKA / TALKS VOA 08 Feb 2003 -- Negotiators for Sri Lanka's Tamil Tiger rebels and government have ended another round of peace talks with commitments to resolve the country's political future. Human rights issues and some economic matters have been addressed.
- INDIA / PAKISTAN VOA 08 Feb 2003 -- India on Saturday ordered Pakistan's top envoy in New Delhi to leave the country, after accusing him of providing funds to Kashmiri separatists. Islamabad retaliated quickly, ordering the top Indian envoy out of Pakistan.

- THAILAND / CAMBODIA VOA 08 Feb 2003 -- Thailand re-opened border checkpoints to Cambodians Saturday, a week after they were closed in response to an outbreak of anti-Thai rioting in the Cambodian capital Phnom Penh. But Thais are still prevented from traveling into Cambodia until their security in that country is assured.
