CACI Awarded $42.5 Million Subcontract With General Dynamics to Modernize U.S. Coast Guard National Distress and Response System
Arlington, Va., November 14, 2002 — CACI International Inc (NYSE:CAI) announced today that it has been awarded a subcontract by General Dynamics Decision Systems, a business unit of General Dynamics, to provide network services support for the United States Coast Guard's National Distress and Response System Modernization Project (NDRSMP). The 19-year award has an estimated value of $42.5 million during the six-year base period, with significant increases in revenue expected for the remaining 13 option years. Under the terms of the subcontract, CACI will provide critical network hardware, software, and services to help General Dynamics modernize the Coast Guard's 30-year-old search and rescue communication system and begin deploying a new system, dubbed "Rescue 21," in 2002. The award significantly increases the work CACI performs for the Coast Guard and substantially expands its managed network services line of business, a key strategic growth area.
CACI's track record of providing reliable managed network services for the Coast Guard Data Network: plus (CGDN+) was a key feature in its selection for the NDRSMP subcontract, as was CACI's management of an associated system, the Agency Data Telecommunications Network (ADTN), which supports users in the Federal Aviation Administration. "As one of our first-tier subcontractors, CACI's past performance with the United States Coast Guard was instrumental in our award," said Jeff Osman, General Dynamics Decision Systems Rescue 21 Program Manager.
The Coast Guard's National Distress System is the radio system boaters use to communicate with the Coast Guard in emergencies. It is currently effective across about 86 percent of the U.S. coastline and interior waterways currently monitored by the Coast Guard. The new system will increase this coverage to approximately 98 percent.
CACI's role includes interfacing Rescue 21 with the CGDN+, which carries finance, personnel, and e-mail services to Coast Guard users worldwide. "Plugging in" Rescue 21 to CGDN+ will bring the new communication system to additional Coast Guard users while saving money through the use of the existing CGDN+ network operations center. CACI will also enhance its network management and help desk services to provide critical diagnostic and trouble ticket support to both General Dynamics and the Coast Guard, ensuring rapid and effective response to user needs. In addition, CACI will obtain and install high-performance direction-finding equipment at roughly 300 Coast Guard locations along the U.S. coastline, increasing the ability of Rescue 21 to pinpoint and respond to distress signals.
According to Ken Johnson, CACI President of U.S. Operations, "CACI's ongoing and highly successful management of networks for the Coast Guard and Federal Aviation Administration demonstrates our ability to bring high-quality network services to Rescue 21. Our expertise in providing secure managed network services will enable General Dynamics and the Coast Guard to meet the goals of modernization effectively and with savings in cost and time."
Dr. J.P. (Jack) London, CACI Chairman and CEO, said, "The Coast Guard's National Distress and Response System Modernization Project comes at a time when all of us in the information technology industry are offering support for protecting our homeland and its borders. We at CACI are continually refining our capabilities to meet these needs, and look forward to contributing, as a member of the General Dynamics team, to the safety and security of our nation's waterways."
