Fast, Focused-Mission Ship Concept Studies Solicited

On Monday, 12 August 2002, Rear Admiral (RDML) Charlie Hamilton, Program Executive Officer for Surface Strike, and RDML Don Loren, Deputy Director Surface Ships - N763, hosted a Ship Concept Studies Industry Day in Vienna, Virginia. The two admirals, along with other Navy representatives Mr. James Heller and Ms. Susan Hosokawa, spoke to more than 200 industry representatives about the Ship Concept Study effort.

RDML Hamilton said the Ship Concept Study must concentrate on a focused-mission, high-speed ship designed to optimize warfighting in the littoral battlespace. While capable of countering asymmetric littoral threats, the ship must also be self-deploying and self-sustaining. He also explained that it must have an innovative hull form and propulsion system, as well as modular mission systems with an open-systems architecture. The purpose of the briefing was to communicate requirements for the ship concept and respond to any questions from industry.

Proposals will be accepted from all bidding industry teams. As many as six $500K, Firm Fixed Price contracts will be awarded for the Ship Concept Study. Upon contract award, Offerors will be expected to conduct the study and hold two technical reviews: an interim review at respective industry sites and a final review at a Government location.

Proposals from Offerors were received on 13 September and are currently under evaluation, with award for concept studies anticipated for October 2002. Offerors will then have 90 days to submit their Ship Concept Reports.
