INTRO: Representatives of more than 50 countries and 20 international organizations are in Tokyo for a second day of a conference on rebuilding Afghanistan, which lies in ruins after nearly a quarter century of civil war. As V-O-A's Amy Bickers reports from the gathering, so far, about three-billion dollars in aid has been pledged.

TEXT: Afghan interim leader Hamid Karzai addressed aid donors Monday, asking them to imagine the difficulties faced by the citizens of his war-torn nation.

There are, in Afghanistan, millions of people, literally millions of people, who have not been able to send their children to school and to find treatment for very minor illnesses.

So far, donors have offered multi-year contributions to be used for health, education and numerous relief projects.

On the second and last day of the gathering, Mr. Karzai will address donor concerns on financial accountability. (SIGNED)
