INTRO: Municipal leaders from around New York State gathered in New York today (Thursday) for a summit on terrorism. Correspondent Barbara Schoetzau has the details.

TEXT: The New York State Conference of Mayors and Municipal Officials organized the meeting in response to the September 11th attack on New York City.

Law enforcement coordination, public safety and emergency preparedness topped the agenda. The local leaders heard discussions on threats to infrastructure, transportation systems, and water supplies. And they also heard from the hero of the hour, New York City Mayor Rudolph Giuliani, who said every city in the United States must be prepared to respond to bombings, and biological and chemical attacks.

The reality is that we have to assume that we are going to be attacked again. I am not saying we will be. I am not saying that we will not be. But we would be foolish if we did not assume that we are going to be attacked again.

Mr. Giuliani said New York's comprehensive emergency response program helped the city limit the disastrous effects of the September attack. (Signed)
