INTRO: Pakistan's Foreign Minister Tuesday urged the U-N Security Council to formulate a strategy for Afghanistan that would address both political and humanitarian concerns. He warned that, without prompt help, many Afghans caught up in the fighting would suffer. From the U-N, Owen Fay reports.

TEXT: Abdul Sattar says the people of Afghanistan have suffered enough. Therefore, the international community must act rapidly to provide both economic stability and the framework for the return of a legitimate government. Pakistan's Foreign Minister says the United Nations and the Organization of Islamic Countries should provide the necessary support for what he called the 'homegrown' construction of a post-Taleban government.

He also stressed any reconstruction plan must bring immediate aid to the Afghan people.

The need for a humanitarian strategy is urgent. This requires concerted and coordinated efforts, supported with generous funding to address the needs of the Afghans not only in refugee camps, but inside Afghanistan.

Mr. Sattar said that with the apparent rapid withdrawal of the Taleban from Kabul, there is what he called a serious 'political vacuum' in the country. He said a legitimate government of the future Afghanistan must be made up of representatives from all the country's ethnic groups. (SIGNED)
