INTRO: Pakistan says it does not want the Northern Alliance to occupy the Afghan capital, Kabul, and is calling for the demilitarization of the war-torn city. As Ayaz Gul reports from Islamabad, the Taleban abandoned Kabul to the opposition forces without a fight.

TEXT: A Pakistan Foreign Ministry spokesman, Aziz Khan, told a news conference his country would like to see an early return to durable peace and stability to war-torn Afghanistan. He says Pakistan hopes that calm will prevail and bloodshed is avoided in the Afghan capital, Kabul.

Mr. Khan maintains that, until the formation of a multi-ethnic and broad-based government, the Northern Alliance forces must not occupy Kabul.

Pending the establishment of such a political dispensation chosen by the Afghans themselves, Kabul should remain a demilitarized city under the control of [a] United Nations peacekeeping force or a multinational force authorized by the U-N Security Council.

The Pakistani spokesman urged the United Nations to accelerate efforts aimed at setting up a new political administration in Kabul

We believe that a broad-based multi-ethnic representative dispensation, acceptable to all Afghans, and at peace with all its neighbors, established under the auspices of the United Nations, would be the best guarantee for peace in Afghanistan as well as for its unity and territorial integrity.

Pakistan has long backed the Taleban administration in Afghanistan, but abandoned the hard-line Islamic militia after it turned down U-S demands to hand over Osama bin Laden, who is accused of being behind the September 11th terrorist attacks on the United States.

Pakistani leaders remain suspicious of the Northern Alliance, whose forces subjected Kabul to several years of civil war in the early 1990's, during which the Pakistan embassy was attacked several times. (SIGNED)
