INTRO: Japan is urging the world community to provide more humanitarian aid to Afghanistan. As Owen Fay reports from the United Nations, former Prime Minister Keeiji Miyazawa, speaking on behalf of his country, made the appeal Sunday to the United Nations General Assembly.

TEXT: Former Japanese Prime Minister, Keeiji Miyazawa, said his country is ready to provide 120 million dollars for humanitarian aid and refugee assistance efforts in Afghanistan. He called on other nations to join forces in support of the U-N humanitarian effort. And he noted that with the onset of winter, there is an urgent need to provide food and clothing to the Afghan people.

Mr. Miyazawa also pointed out that stability in Afghanistan is dependent on long-term solutions, not a quick fix:

First of all a government must be established that has the broad support of the Afghan people, represents every ethnic group, adheres to international law and establishes friendly relations with the international community as well as with neighboring countries. However, the realities in Afghanistan do not offer a clear perspective and thus entail many unpredictable elements.

Mr. Miyazawa said his country intends to play an active role in the peace process for Afghanistan. He also suggested Japan host what he called a "Conference for Peace and Reconstruction of Afghanistan"
