INTRO: President Bush focused almost entirely on the fight against international terrorism in his first speech to the United Nations General Assembly. V-O-A Correspondent Breck Ardery reports from the United Nations.

TEXT: Mr. Bush pointed out that just a short distance from U-N headquarters, thousands of bodies still lie in the rubble of the World Trade Center and that the victims include people from around the world.

He thanked the international community for the sympathy extended to the United States, but said the time for action is now here. Mr. Bush said every nation in the anti-terror coalition has duties it must fulfill. The President also had a warning for governments that harbor terrorists.

They will find that their welcome guests are parasites that will weaken them and eventually consume them. For every regime that sponsors terror there is a price to be paid and it will be paid. The allies of terror are equally guilty of murder and equally accountable to justice. The Taleban are now learning this lesson.

The president said the United States will continue to offer humanitarian relief help to the people of Afghanistan and will work with the United Nations to help Afghanistan rebuild.

Mr. Bush said nations must oppose all terrorism, that there is no such thing as a "good terrorist" and that "nothing can justify the murder of innocents."

Regarding the Mid-East conflict, Mr. Bush said there must be a settlement that allows Israel and Palestine to live side-by-side in peace. (Signed)
