INTRO: President Bush says he will seek greater cooperation in the war on terrorism at the Asia-Pacific Economic Cooperation (APEC) summit in Shanghai, China. V-O-A's Paula Wolfson reports in a speech to business leaders in central California, Mr. Bush stressed the United States is unified and determined to win.

The war against terrorism is an international war, and we're fighting with a broad, broad coalition.

Mr. Bush says he plans to expand that coalition at the Asia Pacific Economic Cooperation summit.

We'll be strengthening our cooperation in the war on terror. We'll strengthen the economic ties that bring growth and hope to the entire world.

The remarks came in an address delivered at a packed convention center in Sacramento, California - - a stopover on the long flight to China. It's the president's first trip abroad since the September 11th terrorist attacks on the World Trade Center and the Pentagon. And it comes at a time when U-S forces are attacking Taleban and terrorist targets in Afghanistan, and Americans are facing an anthrax scare at home.

But the President left no doubt he is convinced the trip to China is the right thing to do. He said America is supported by the conscience of the world. He stressed the war is being waged on many fronts, and action to boost the global economy must be part of the battle plan.

The terrorists attacked the World Trade Center and we will defeat them by expanding and encouraging world trade.

Expanding trade has long been an important issue for the 21 members of APEC. Bush administration officials have stressed that strengthening the global economy is a key aspect of fighting terrorism - - since terrorist groups tend to recruit followers among the poor.

Several APEC members know the problem only too well. And President Bush plans to focus on them during the summit sessions in Shanghai. He also plans high-profile meetings on the sidelines of the summit with the leaders of China and Russia. (signed)
