INTRO: President Bush was in Florida when Tuesday's terrorist attacks began. He is now at an Air Force base in the central state of Nebraska while senior administration officials coordinate the government's response. VOA's Scott Stearns has the story.

TEXT: Administration officials say President Bush is in constant contact with his national security team which is being anchored by Vice President Dick Cheney and National Security Advisor Condoleezza Rice from a command center at the White House.

Senior counsel Karen Hughes says the President has committed all federal resources to helping the victims of these attacks and finding out who is responsible.

The federal government is acting to help local communities with search and rescue and emergency management operations, to take all appropriate precautions to protect our citizens and to identify those responsible for these despicable attacks on the American people.

Ms. Hughes says U-S forces and embassies around the world are on high alert. All air flights into the United States have been directed elsewhere. Transportation Secretary Leon Maneta has ordered all nationwide air traffic grounded until at least Noon on Wednesday.

Briefing reporters at the Federal Bureau of Investigation, Ms. Hughes said the President, his cabinet, and the Speaker of the House of Representatives are all under heavy guard by the Secret Service.

Our fellow citizens and our freedom came under attack today, and no one should doubt America's resolve. President Bush and all our country's leaders thank the many Americans who are helping with rescue and relief efforts. We ask our fellow Americans for your prayers for the victims, for their families, for the rescue workers, and for our country.
