MONTENEGRO TO ESTABLISH OWN CENTRAL BANK. The Montenegrin
parliament voted on 1 November to set up its own central
bank, AP reported. The bill, drafted by the Montenegrin
government in the summer, was approved by 37 deputies with
seven abstentions. Most opposition deputies were not in the
chamber when the vote took place, and objections may be
raised to the law as it was not passed by an absolute
majority. There are 78 seats in the parliament. PB
