Annan moves to implement proposals for improving UN peace operations
30 October -- Taking another step forward in improving the capacity of the United Nations to conduct peace operations, Secretary-General Kofi Annan has presented an outline of financial resources needed to implement the far-reaching changes proposed by an independent panel chaired by former Algerian Foreign Minister Lakhdar Brahimi.

Detailing the financial implications of implementing the Brahimi Report, the Secretary-General says in a document released today that the Department of Peacekeeping Operations would be substantially reinforced and strengthened, while other entities supporting peace operations would also receive a boost, including the Electoral Assistance Division of the Department of Political Affairs and the Office of the UN High Commissioner for Human Rights.

The plan calls for an increase of 249 posts at a cost of approximately $22 million in what the Under-Secretary-General for Peacekeeping Operations, Jean-Marie Guehenno, described at a news conference as "an emergency package" addressing only the most urgent requirements. Other recommendations in the panel's report would require further study, he said.

"There is a whole set of issues that has to be addressed to implement some of the [panel's] recommendations," he told reporters, adding that the aim had been to "address first the most critical needs, which are obvious."
