INTRO: Secretary of State Madeleine Albright says the United States will head an inquiry into the causes of a week of violence in the West Bank and Gaza. Secretary Albright downplayed Israeli Prime Minister Ehud Barak's absence from the Sharm el Sheikh summit saying that both the Israelis and Palestinians agreed to security measures in Paris. Dale Gavlak reports from Sharm el Sheikh.

TEXT: Secretary Albright said she received ideas from Egypt about how to form the commission that will investigate the bloody clashes between Israeli soldiers and Palestinian protesters. She said an acceptable approach to all sides must be found.

We need to focus on what is happening on the ground and to make sure that the commitments the leaders made in front of me yesterday are followed through, the cycle of violence ended and the prior atmosphere restored so that the peace process can move forward.

Egypt's foreign minister Amr Moussa said he hoped reports of movements back from flashpoints are taking place. But he added that Egypt wants to see an independent inquiry into what caused the violence to erupt.

We are all very angry at what took place for the shooting of the children and the very dangerous attitude bring back memories of the recent past. We thought we were moving ahead towards a peaceful coexistence and an atmosphere of peace.

Foreign Minister Moussa added that provocative actions - such as the one by Israeli opposition leader Ariel Sharon's visit to a Jerusalem site holy to Muslims and Jews - must stop in order for the violence to end. (Signed)
