INTRO: President Clinton says the evidence of an outright victory by the Yugoslav opposition in Sunday's election is "persuasive" and he is pledging to seek an early end to international sanctions against Belgrade if a democratic government assumes power. Correspondent David Gollust reports from the White House.

TEXT: The United States and its European allies are hoping that Yugoslav leader Slobodan Milosevic heeds the growing demands for his peaceful departure, and they are holding out an early end to sanctions to speed the process along. In a joint appearance with Dutch Prime Minister Wim Kok, Mr. Clinton said opposition forces have presented "persuasive" documentation to back their claim that they won the election with an outright majority:

They had an election and it is clear the people preferred the opposition. I think we should all say in unequivocal terms that as soon as there is a democratic government over there, the sanctions should be lifted.

Prime Minister Kok said the outcome is an extremely clear signal that the electorate wants to, as he put it - get rid - of Mr. Milosevic. He said the sanctions should be dropped the moment he steps down since they were aimed not at the Yugoslav people, but the leadership the West blames for a decade of Balkans conflict. (SIGNED)
