THE JUDGES OF THE ICTY ACKNOWLEDGE THE RIGHT OF VICTIMS OF CRIMES
COMMITTED IN THE FORMER YUGOSLAVIA TO SEEK COMPENSATION
UN invited to consider methods of compensating victims
On Wednesday 13 September 2000, the Judges of the International
Criminal Tribunal for the former Yugoslavia (ICTY) resumed and
completed their discussions on the right of victims to seek
compensation.
This issue had been raised by the Office of the Prosecutor, and the
Judges had begun to consider it during the 22nd Plenary Session held
in July 2000 (see Press Release No 518 of 17 July).
During their Plenary meeting of 13 September 2000, the Judges approved
a Report concluding that "victims of crimes within the Tribunal's
jurisdiction have a legal right to seek compensation for their
injuries".
The Tribunal's President, H.E. Judge Claude Jorda, will recommend to
the Security Council and to the Secretary-General "that methods of
compensating victims of crimes in the former Yugoslavia, be seriously
considered by the appropriate organs of the United Nations".
The Report approved by the Judges thoroughly reviews the issue of
compensating the victims, together with the related question of
victims' participation in the proceedings. The Report considers
various methods of compensating victims and concludes with practical
recommendations.
The full text of this Report will be made public upon receipt by the
Security Council and the Secretary-General.
