INTRO: Saying the "time has come to move ahead," U-N
Secretary-General Kofi Annan today (Tuesday) opened
the fourth round of talks aimed at starting direct
negotiations on Cyprus. VOA Correspondent Breck Ardery
reports from the United Nations.
TEXT: Mr. Annan met separately with Cypriot President
Glafcos Clerides and Turkish Cypriot leader Rauf
Denktash. Alvaro de Soto, Mr. Annan's special advisor
on Cyprus, told reporters the Secretary-General read a
statement to both sides in which he said the time has
come to move to the negotiating stage.

In the course of these talks I have ascertained
that the parties share a common desire to bring
about, through negotiations in which each
represents its side and no one else as the
political equal of the other, a comprehensive
settlement enshrining a new partnership on which
to build a better future in peace, security and
prosperity on a united island.

The U-N sponsored meetings are called "proximity"
talks in which both sides in the Cyprus dispute meet
separately with a U-N representative. Mr. de Soto said
the Secretary-General will likely take a more active
role in the current talks than he has in the past. The
first round of proximity talks was held in New York
last December and two more rounds were staged in
Geneva in February and July. The current talks are
expected to last about a month. As has always been the
case, there is a strict news blackout on the substance
of the talks.
Ideally, U-N officials would like to lay the
groundwork for an agreement on a united Cyprus with
some autonomy for the Greek and Turkish communities.
Cyprus has been split into Turkish north and the Greek
south for 25 years with U-N peacekeeping forces
maintaining a cease-fire between the two
