INTRO: Cypriot President Glafcos Clerides is calling
for the U-N Security Council to re-affirm the
parameters for a solution to the Cyprus problem.
Correspondent Breck Ardery reports from the United
Nations.
TEXT: Mr. Clerides told reporters the lack of
progress in U-N-sponsored proximity talks is because
of the desire by the Turkish side to establish a
separate state in confederation with the government of
Cyprus.
A U-N mediator has been holding separate talks with
Mr. Clerides and Turkish Cypriot leader Rauf Denktash
in an effort to establish the basis for face-to-face
negotiations on the future of Cyprus. The island has
been split into the Turkish north and the Greek south
for 25-years, with U-N peacekeepers maintaining a
cease-fire between the two communities.
Mr. Clerides says there has been virtually no progress
in the proximity talks that are to resume in New York
next week. But the Cypriot President says the U-N
Security Council might do something to break the
deadlock.

It is, I think, essential that the Security
Council, which can state the terms of reference
(for the talks), that if the attitude of the
other sides continues, it is up to the Security
Council to speak.

The Security Council has passed resolutions stating
that there should be one Cyprus, allowing for some
type of autonomy for the Greek and Turkish
communities.
Cypriot President Clerides says improving relations
between Greece and Turkey could create a better
environment for negotiations, but that a better Greek-
Turkish relationship alone is not a solution to the
Cyprus problem. (SIGNED)
