QUESTION: Same continent. Do you have any comment on the
Congolese government's decision to allow UN monitors to deploy,
contrary to their previous position which you were so critical
of?
MR. BOUCHER: It is sort of - there were two things said
yesterday which we think are mixed signals with regard to the
position of the Congolese government. We are seeking
clarification of their position.
There was a statement by the Congolese Human Rights Minister that
is at odds with President Kabila's statement to the UN Secretary
General, the UN Secretary General's Special Envoy Abu Bakar that
he will allow UN military observers to deploy. We do think that
the government should support and continue to carry out the
agreement and the deployment will be a welcome action in that
regard. We think the Lusaka Accords remain the most viable means
for achieving a just and stable peace in the Congo.
