Mr. Lakhdar Brahimi (Algeria)
Chairman of the Panel, former Minister for Foreign Affairs of Algeria, 1991-1993. Since 1997, Under-Secretary-General for Special Assignments in Support of the Secretary-General's Preventive and Peacemaking Efforts. Accomplished a number of other missions for the United Nations, including Special Representative of the Secretary-General for Haiti and Head of Mission of the United Nations Mission in Haiti, 1994-1996; Special Representative of the Secretary-General for South Africa and Head of the United Nations Observer Mission, 1993-1994. Also served as Secretary-Generals Special Envoy for Zaire, 1993, Yemen, 1994 and Afghanistan, 1997-1999.

President, Citizens International. Former President, National Democratic Institute, and former Administrator of the United States Agency for International Development.
Ambassador Colin Granderson (Trinidad and Tobago)
Executive Director of the Organization of American States (OAS)/United Nations International Civilian Mission in Haiti, 1993-2000, and head of OAS election observation missions in Haiti (1995 and 1997) and Suriname (2000).
Dame Ann Hercus (New Zealand)
Former Cabinet Minister and Permanent Representative of New Zealand to the United Nations, and Head of Mission of the United Nations Peacekeeping Force in Cyprus (UNFICYP), 19981999.
Mr. Richard Monk (United Kingdom)
Former member of Her Majestys Inspectorate of Constabulary and Government adviser on international policing matters. Commissioner of the United Nations International Police Task Force (IPTF) in Bosnia and Herzegovina, 19981999.
General (ret.) Klaus Naumann (Germany)
Chief of Defence, 1991 1996, Chairman of the Military Committee of the North Atlantic Treaty Organization (NATO), 1996 1999, with oversight responsibility for NATOs Implementation Force (IFOR)/Stabilization Force (SFOR) operations in Bosnia and Herzegovina and NATOs Kosovo air campaign.
Ms. Hisako Shimura (Japan)
President of Tsuda College in Tokyo. Served for 24 years in the United Nations Secretariat, retiring from United Nations service in 1995 as Director, Europe and Latin Americas Division of the Department of Peacekeeping Operations.
Ambassador Vladimir Shustov (Russian Federation)
Ambassador at large, with 30 years association with the United Nations. Former Deputy Permanent Representative to the United Nations in New York and represented Russia to the Organization for Security and Cooperation in Europe (OSCE).
General Philip Sibanda (Zimbabwe)
Chief of Staff, Operations and Training at Army Headquarters in Harare. Former Force Commander of the United Nations Angola Verification Mission III (UNAVEM III) and the United Nations Observer Mission in Angola (MONUA), 19951998.
Dr. Cornelio Sommaruga (Switzerland)
President of the Foundation of Moral Re-Armament, Caux, and of the Geneva International Centre for Humanitarian De-mining. Former President of the International Committee of the Red Cross (ICRC), 19871999.
