INTRO: The United Nations Security Council has begun
discussing plans for a peacekeeping mission to monitor
the cease-fire between Ethiopia and Eritrea. VOA
Correspondent Breck Ardery reports from the United
Nations.
TEXT: The Council heard a briefing (Monday) on the
latest report from U-N Secretary-General Kofi Annan in
which Mr. Annan recommends a 42-hundred member
peacekeeping force for Ethiopia and Eritrea. In
June, the two countries agreed to a cease-fire and the
deployment of a U-N force.
Members of the Council expressed general support for
the idea of the peacekeeping mission but many also
urged Ethiopia and Eritrea to continue negotiations
under the auspices of the Organization of African
Unity.
United States representative Nancy Soderberg said U-N
peacekeepers are no substitute for a genuine peace
agreement.

The Security Council has an institutional
concern here. Blue helmets should not be viewed
as some sort of substitute for comprehensive
peace agreements. They should be seen as the
creators of the opportunity to create peace
based on shared values, shared cultures, shared
borders and shared aspirations.

Other speakers urged vigilance in maintaining the arms
embargo against Ethiopia and Eritrea and the
importance of removing land mines in the two
countries.
Representatives of Ethiopia and Eritrea both told the
Council they will cooperate with a U-N peacekeeping
mission but each nation continues to charge the other
with aggression which resulted in the latest round of
fighting.
A formal resolution to establish the peacekeeping
force is expected to be considered by the Council
within the next few weeks. (Signed)
