INTRO: The U-N Security Council agreed (Monday) to
send up to 100 military observers to Ethiopia and
Eritrea to prepare for a possible peacekeeping
operation along the border between the two countries.
Correspondent Larry Freund reports from New York.
TEXT: The Security Council voted unanimously to
establish the U-N Mission in Ethiopia and Eritrea.
The mandate for the mission is for six-months.
Earlier, the Security Council heard a private briefing
from the U-N official in charge of peacekeeping, Hedi
Annabi, who discussed the new mission. U-N spokesman

He explained the need for a U-N mission
consisting of up to 100-military observers and
necessary civilian support and described
proposals for deploying military observers and
infantry battalions in a temporary security zone
along the Ethiopia-Eritrea border. The mission
is supposed to confirm the redeployment of
Ethiopian and Eritrean forces in accordance with
the cessation of hostilities agreement signed on
June 17th.

The Security Council resolution calls on Ethiopia and
Eritrea to provide the new mission with the access,
assistance, support, and protection required for the
performance of its duties. It also stresses what it
calls the importance of the rapid delimitation and
demarcation of the border between the two countries.
The cease-fire agreement signed in June by Ethiopia
and Eritrea ended a two-year war over the border
separating the two countries. The agreement calls for
a U-N peacekeeping force which would control a 25-
kilometer buffer zone inside Eritrea and then the
withdrawal of Ethiopian troops.
U-N Secretary-General Kofi Annan has sent a
reconnaissance mission to the two-countries to begin
making plans for the peacekeeping force. The
Secretary-General's report is expected later this
