INTRO: The United Nations Security Council today
(Thursday) held an open discussion of the crisis in
Angola with a consensus that rebel leader Jonas
Savimbi remains the main obstacle to peace. VOA
Correspondent Breck Ardery reports from the United
Nations.
TEXT: Speakers decried the continued fighting in
Angola involving government forces and the rebel UNITA
group led by Jonas Savimbi. Several nations called for
stricter observance of the U-N sanctions against UNITA
which include a ban on arms shipments and a ban on the
export of diamonds not certified as legitimate by the
Angolan government.
American representative Howard Stoffer spoke on behalf
of the group known as the Troika of Observer Nations
to the Lusaka peace agreement on Angola which, in
addition to the United States, includes Portugal and
Russia. He told the Council a national dialogue aimed
at reconciliation in Angola can not involve Mr.
Savimbi until he renounces military action.

The participation of Mr. Savimbi in such a
dialogue can only be considered once Mr. Savimbi
takes irreversible steps to implement fully the
Lusaka Protocol (agreement). Mr. Savimbi's
obligations to the people of Angola and to the
international community remain unchanged and
non-negotiable. The Troika issues an appeal to
all armed UNITA elements to lay down their arms
and participate in the civil life of the
country.

Many speakers noted the desperate humanitarian
situation in Angola where two-and-one-half million
people, or 20 percent of the population, have been
displaced because of the fighting. Security Council
speakers also said there is an urgent need to rebuild
the infrastructures in areas that the Angolan
government has re-taken from the UNITA rebels.(Signed)
