INTRO: The United Nations Security Council today
(Thursday) warned the Taleban in Afghanistan that its
actions pose a threat to international security. VOA
Correspondent Breck Ardery reports from the United
Nations.
TEXT: After receiving a report from the U-N
Secretary-General's office, members of the Council
expressed concern about the deteriorating humanitarian
situation in Afghanistan. They urged all parties to
the Afghan conflict to lift restrictions on the
activities of aid workers.
In a statement read by Council President Patricia
Durrant of Jamaica, members criticized the Taleban for
allowing illicit activities to occur in areas it
controls.

Members of the Council express their serious
concern at the continuing use of Afghan
territory, especially that under control of the
Taliban, for the support of international
terrorist activities and the production and
trafficking of illicit drugs.

The Security Council says there is a growing
perception that Afghan territory is being used as a
base to destabilize other countries.
In its statement, the Council again called on the
Taleban to obey a U-N resolution that it resume
negotiations with other Afghan parties on peace and a
broad-based, fully representative government.
Fighting recently erupted between opposition groups
and the Taleban, which controls most of
Afghanistan.(Signed)
