DATE=6/8/2000 TYPE=CORRESPONDENT REPORT TITLE=NEW CEASE-FIRE IN KISANGANI (L ONLY) NUMBER=2-263300 BYLINE=BRECK ARDERY DATELINE=UNITED NATIONS CONTENT= VOICED AT: INTRO: U-N Secretary-General Kofi Annan today (Thursday) arranged what is expected to be a new cease-fire between Rwandan and Ugandan troops in the Congolese city of Kisangani. At the United Nations, V-O-A Correspondent Breck Ardery reports the cease- fire is to be followed by an expansion of the U-N observer force in the area. TEXT: The deal was arranged in early morning phone calls involving Mr. Annan, President Paul Kagame of Rwanda, President Yoweri Museveni of Uganda and U-S ambassador to the United Nations Richard Holbrooke. Mr. Holbrooke was included because he recently led a special U-N Security Council mission to Congo. The agreement says Rwandan troops will withdraw south of Kisangani and the Ugandan forces will pull back north and east of the city that is the center of Congo's diamond trade. For its part, the United Nations agreed to increase the number of military observers in the Kisangani area that now number just 20. Rwanda and Uganda had been allies in their support for the overthrow of Congo's president, Laurent Kabila, but have recently been at odds after backing different rebel factions. Ambassador Holbrooke noted that this is the third cease-fire in recent weeks in Kisangani and told reporters he is tired of the fighting. /// Holbrooke Act /// We are sick and tired of this lamentable and inexcusable fighting between two countries that are friends, that are allies and are fighting each other on the soil of a third country. There is simply no excuse for it. /// End Act /// Mr. Holbrooke said fighting in Kisangani threatens the entire peace process in Congo. The U-N Security Council has authorized an enlarged mission to Congo consisting of 55-hundred troops, but they have yet to be deployed.
