INTRO: President Clinton has renewed his appeal to
Russia to find a political solution to the conflict in
Chechnya. Mr. Clinton made his comments at a news
conference following a day-long summit with Russian
President Vladimir Putin. Correspondent Deborah Tate
reports from Moscow.
Text: Mr. Clinton criticized Russia's bloody 10-
month crackdown in the breakaway region of Chechnya
during six hours of private talks with Mr. Putin, and
again at the news conference, with the Russian leader
standing by his side.

A policy that causes so many civilian casualties
without a political solution ultimately cannot
succeed.

Mr. Clinton urged the Russian President to move
forward with what he called `transparent and impartial
investigations' of alleged human rights violations by
Russian troops, and to authorize the speedy return to
the region of monitors from the Organization of
Security and Cooperation in Europe.
MR. Putin, who played a key role in planning the
military campaign in Chechnya and who was elected to
the Presidency largely because of popular support for
the war, did not respond.
In the past, Russia has defended its actions in
Chechnya as necessary to root out Islamic insurgents.
