INTRO: President Clinton has publicly appealed to the
leaders of Ethiopia and Eritrea to end the border
dispute that has again flared into open warfare. VOA's
David Gollust reports from the White House.
TEXT: The President's remarks - at a signing ceremony
for his Africa-Caribbean trade initiative - reflect
growing U-S concern about the Horn-of-Africa conflict.
Open warfare flared again last week in a region
already trying to cope with drought and famine.
Mr. Clinton says the United States will persist in
working with the Organization of African Unity in
trying to resolve what he called a "senseless" war
between two of Africa's "poorest but most promising
nations." But he says, what is needed most is
statesmanship by both governments.

Ethiopia and Eritrea must first see that backing
away from self-destruction is not the same thing
as backing down. Giving your people a future is
not cowardice. It's common sense and courage.

Mr. Clinton -- who discussed African problems earlier
in the day with former South African President Nelson
Mandela -- also reiterated the United States'
intention to "do what is necessary" in terms of
airlift and other logistical support to reinforce the
U-N presence in Sierra Leone. (Signed)
