Joint Declaration
1. The Government of Rwanda is prepared to move quickly to implement a phased withdrawal in accordance with the disengagement plan adopted in Kampala on 8th April 2000 as MONUC deployment gets under way.2. The Government of Rwanda is willing to discuss the immediate release into the care of the ICRC, of all prisoners of war as called for in the Lusaka Cease-Fire Agreement.
3. The Government of Rwanda, along with the Security Council, under the full facilitation of Sir Ketumile Masire, as the only means for the Congolese people to create the new dispensation called for in the Lusaka agreement [sic].
4. The Government of Rwanda and the UN Security Council Delegation agreed on the need to disarm, demobilize, resettle and re-integrate members of the non-signatory armed groups, particularly the ex-FAR/Interahamwe.
5. The Government of Rwanda and the UN Security Council Delegation agreed to accelerate regional and international discussions aimed at resolving this critical issue.
6. The Government of Rwanda and the UN Security Council Delegation agreed that the recent fighting in Kisangani, though deplorable, does not represent a threat to the Lusaka Agreement.
7. The Government of Rwanda and the UN Security Council Delegation agreed on the urgent need to dispatch a significant number of UN Observers to Kisangani to help ensure no further such incidents occur.
8. The Government of Rwanda wishes to reiterate its support for the work of the UN Security Council and to express gratitude to the Security Council for its continued efforts to find lasting peace and security in the Great Lakes Region.
