DATE=3/30/2000 TYPE=CORRESPONDENT REPORT TITLE=U-N ANGOLA RELIEF (L ONLY) NUMBER=2-260782 BYLINE=BRECK ARDERY DATELINE=UNITED NATIONS CONTENT= VOICED AT: INTRO: A United Nations official who recently returned from Angola said today (Thursday) that security and access remain major problems in delivering relief services there. VOA Correspondent Breck Ardery reports from the United Nations. TEXT: U-N Deputy Relief Coordinator Carolyn McAskie uses the word "appalling" to describe the overall humanitarian situation in Angola. She told reporters that while the worst of the war between the government and UNITA rebel forces may be over, UNITA remains very active. ///McAskie act/// The population is still subject to random guerilla attacks, attacks on settlements, attacks on convoys and the planting of land mines. ///end act/// Ms. McAskie says relief workers are limited to operating in government controlled areas of Angola because repeated attempts to gain access to UNITA- controlled regions have failed. She says the problem of internally displaced people is especially acute in Angola, noting that more than 30 years of war has forced thousands of people to relocate many times. The U-N relief official says the situation in Angola means a bleak future for many of the children there. ///McAskie act/// The situation you have in Angola is a situation where a whole generation is going to be growing up without education because education has been disrupted over 30 years of war. The disruption of food production has also caused malnutrition among children and we are facing a serious crisis for the children in Angola. ///end act/// Ms. McAskie says some high-level Angolan government officials did express satisfaction about a recent U-N report on sanctions against UNITA. The report alleges the sanctions have been violated, in some instances by other African governments. She quotes the Angolan officials as saying that, by focusing on the violations, the report may help increase the observance of sanctions and lessen the guerrillas' combat capability.(Signed) NEB/UN/BA/LSF/PT 30-Mar-2000 16:15 PM EDT (30-Mar-2000 2115 UTC) NNNN Source: Voice of America .
